ABSTRACT
With the ever-increasing pace of change in information technology, data creation and utilization, and digital outreach, departments and agencies are demanding new application creation in days rather than weeks or months. Simultaneously, the cloud is redefining how government structures their enterprise to meet mission needs. It is estimated that by 2016 more than one-fourth of the world’s applications will be available in the cloud, and 85 percent of new software is now being built for cloud deployment.
The dual demands of cloud and application speed are driving a movement towards a scalable and flexible cloud computing model that provides application developers with the freedom to innovate while using secure and enterprise-grade cloud services. IBM's BlueMix delivers a composable services development environment for the cloud, built using open standards. Developers can rapidly prototype composable applications and are empowered with the flexibility to support hybrid cloud environments and automated provisioning of platforms. IBM's DevOps is a fully integrated environment for deploying, monitoring, scaling and managing your application.
